Transport Policy Consulting
Our transport policy consulting is often based on freight flow simulations and the way different demand scenarios simulated impact on the intermodal transport infrastructure (roads, railways and port infrastructure) and their respective capacity. Customers range from supranational bodies like the EU's DG TREN to regions involved in shaping their infrastructure to cope with future demand.
A particular concern is to understand and help reduce the obstacles that today prevent shippers and transport operators from choosing intermodal transport chains as alternative to road-only transport.
As part of our policy consulting, we
- conduct interviews with shippers and the transport industry as well as public stakeholders to understand the factors that determine transport choices in the future
- define relevant transport scenarios including both demand (GDP and transport growth options) as well as supply (infrastructure such as new bridges, roads, railway connections, or maritime services) and run freight flow simulation´s
- include transport policy choices (such as road toll schemes) in freight flow simulations to evaluate the likely impact of these choices
- interpret simulation results in the light of the emerging political scenario, taking into account, for example, future environmental policies, fuel price trends, or protectionist measures impacting on trade flows
- provide concise and well-reasoned advice to our public customers to help them define optimal transport policies for the future
