Managing Complex Programmes: Integrating Systems Thinking and Technology Management - Central Facilities Building, Abbey Wood 26 Feb 2010

The programme approach to Capability Delivery is beginning to highlight the benefits of a through-life and, crucially, across DLoDs approach to managing the delivery of battle-winning capability in an evolving threat environment.  Taking a programme-level view of risks and opportunities helps identify options for meeting requirements which would not otherwise be considered and, eventually, balancing those requirements within available resources. 

Getting even more benefits from the programme approach will come from enabling and embedding new ways of working.  Implicit within any programme approach is thinking and working across traditional boundaries - project, programme, functional and organisational.  Systems engineering has potential to combine with Programme Management to help manage complexity and deal with uncertainties to deliver value for money.   Management of technology - its development and deployment to counter changing threats - is a vital element of the mix, but adds a further strand of complexity.  Integrating systems thinking and technology management with the programme approach is a multi-faceted problem, demanding an understanding of the technologies, the system-of-systems architecture within which they can be deployed, the developing threats, the evolving supply chain and the political driver for greater value for money. 

BMT Hi-Q Sigma organized this conference, with the support of the Capability Delivery Integration Team, to bring together ‘systems thinkers' across MOD and industry to share good practice from Defence and comparable programmes to facilitate discussion of the problem.
